Monitoring of Human Rights and Freedom of Persons at military call-ups in Sogdy cities is summarized in North Tajikistan

The association of young lawyers “Amparo” summarized monitoring of rights and freedom observance of persons and citizens at military service call-ups in cities of Sogdy oblast.
According to info-analytical bureau “AKIpress-Ferghana” during monitoring it has been established that for spring enlistment - 2008 through military commissariats in Sogdy cities about 3000 young men who were subject to military service, have passed.
As source for statistical analysis became addresses of 52 draftees and their family members to “Amparo” for the spring – 2008 call-up and 100-respondent-survey which was carried out by monitoring group in the streets of target rayons. The statistical analysis of the general number of addresses allowed defining the common infringements that draftees of Sogdy oblast (cities Khudjant, Isfara, Istaravshan and Kanibadam) face with.
According to the chairman of the association of young lawyers “Amparo” Dilrabo Samadova most mass infringement, revealed at carrying out monitoring, is the forced bringing to the recruiting offices. Out of 100 interrogated admitted such violation concerning 60 draftees. Rights of 25 citizens were broken at physical examinations. Besides, in relation to 7 citizens officials admitted infringements during call-up procedure. Concerning three citizens the rights to inviolability were broken.
As D. Samadova noted during the monitoring terms of call-up were violated (10.9% cases out of general number of violations (30 addresses), rights concerning delays due to study of draftees are being violated.
Also she noted cases connected with call-ups of under-age citizens, i.e. persons who do not belong to the category of draftees.
“Thus, - said Dilrabo Samadova, - results of the monitoring of spring call-up show that military commissariats still work with infringements. While the main reason of the violating the rights of citizens in the field of call-up to the military service is non-observance of the current legislation by the officials and impunity of military service officials.”
