Kyrgyz Ombudsmen disturbed by prisoners’ meals at pre-trials in South Kyrgyzstan
At the press conference taken place on August 6 in Bishkek the assistant to Ombudsmen KR Taalaibek Koshokov informed the inspection results of penitentiaries in Jalalabad, Batken and Osh oblasts.
According to news agency "AKIpress" T. Koshokov informed that as a result of detention centers check in Tashkumyr fact of illegal imprisonment of Mr. T.P was elicited. “He had been housed at detention without any corresponding document, i.e. contained illegally” - he concluded. But, as the assistant to Ombudsman KR noted, with their participation the arrested was released.
Assistant to Ombudsman also complained about the fact that deputy chief of pre-trial No.5 in Osh, Mr.U. Bazibaev hindered to inspect. “He had shown ignorance to KR Law “About Ombudsmen KR” and Regulations of Temporary Detentions of Interior Department KR, thereby interfered in carrying out inspection” - he said. The same situation happened at pre-trials of Jalalabad.
Besides, assistant to Ombudsmen also noted such facts of infringement as absence of potable water, shower and a two-time feeding in penitentiaries in South.
According to head of Department on Rights of Persons in Penitentiaries and pre-trials, Ombudsman KR Eric Chymorov, pre-trial employees of Interior Department of Aksy rayon deliver 200-250 liters of potable water from 1.5 km daily.
E.Chymorov underlined that some detentions houses in the South provide with main course only once a day. “One lunch of a prisoner costs 40 soms, but breakfasts consist of stale bread and tea.”- he noted.
T. Koshokov paid journalists’ attention to the fact that chambers of pre-trials in some rayons are overflowed. Thereby, in cells meant for 8 persons, 16 prisoners are kept.
Fact that lawyers on duty on places do not carry out their responsibilities and as consequence, condemned sentenced at ill-time was also noted. They, according to T. Koshokov, do not carry out their functional duties.
In conclusion assistant to Ombudsmen informed that results of the check will be directed to the Ministry of Justice and internal affairs of Kyrgyzstan, and also to the Supreme Court of the Republic.
