U.S. Senate employees met representatives of public and non-governmental organizations in Osh
On August 16 in DCCA office a meeting between U.S. Senate employees and representatives of public and HR organizations took place in Osh.
In the second case the international community helps the civil sector and the government with an equal or proportional measure to strengthen attributes of a lawful state, and first of all it concerns the status of the judicial power.
NGO representatives noted that two years later after March 25 - 2005 events when the President Mr. Kurmanbek Bakiev confirmed his power “completely having paralyzed ex-political colleagues who actually demanded only portfolios”. Ordinary citizens, in the opinion of the addressed, in the beginning approved the changes, however today “they are tired of bureaucrats, lack of law and order and corruption”.
Concerning human rights organizations it has been noticed some of them “politicized and turned to side of the Bakiev regime”, others quite the contrary, and the third ones “successfully hid under cover of international organizations (OSCE, UN, IMO, etc.) and carry out their policy”. Those who did not manage to find their patron or paused their activity, or act in a survival regime. There were no new human rights protection organizations.
Also meeting participants noted that for last 5-6 years financial support of human rights protection activity has considerably reduced. Donor in the role of Embassies of rich Western countries, international and private organization started to pay more attention to social issues. Therefore NGOs acting in the social sphere and a number of international organizations such as ACTED, Merciko, ARIS etc. develop. In spite of the fact that these organizations help to build schools, first-aid posts, transformers, and many other things, a life has not became easier, but is more hard. According to the addressed it is necessary to increase financial aid from international organizations to social sphere or change the social system.
As representative of civil society consider it is necessary to set everything to rights. In their opinion it can by done by two ways: to strengthen the executive power in all levels, i.e. to build a totalitarian state in that way so decision of the authority will not be discussed but fulfilled everywhere by all state bodies; or to build a state governed by the rule of law so that the Law will come first, and the decision of the judges will be fulfilled implicitly, without regard for rank.
In the first case the international community does not help to our government. Then the government itself will take measures on putting its house in order.
