Lifers want to take control over prisons

In Kyrgyzstan lifers want to take control over common fund of a criminal community. Such statement was made on June 17 in Bishkek at round table devoted to problems of struggle against tortures in the country by head of Center for Human Rights Protection “Kylym Shamy” Aziza Abdirasulova.

The informed news agency “24.kg” brought the words of human rights defender. She believes that to prevent such incidents it is necessary to prison every lifer separately. “People serving their terms are morally ready for many things including murder of their cellmate to establish rules in prison. If it happens, who will be responsible for death of the prisoner?” - questions defender.

As the agency marks, chief of Senior Managements of Punishment Correction (SMPC) of Ministry of Justice Ernest Isaev agreed with A. Abdirasulova's opinion. In facts, there are 80 % of lifers, i.e. 181 persons serving together. “Yes, death penalty is abrogated in Kyrgyzstan . It may seem as a light in the end of a tunnel for sentenced to the higher measure of punishment. However, it is generally known that one will not be able to reach it. Therefore they may find extreme measures in gaining freedom”, - Ernest Isaev says.
